With no Permanent Resident Certificate, Orphans ineligible for govt jobs

Children orphaned due to militancy or any other reasons taking shelter in various charitable homes in the state stand at a loss of not getting government jobs despite being top position holders in academics.
The reason is that none of them have a permanent resident certificate (PRC), which is mandatory to apply for a government job.
Balgran, a charitable home for the destitute at Channi Rama Jammu, is one such example where 112 children affected by militancy, earthquake and floods are living. They have excelled in academics, but are at a loss for not being able to get a government job.
“Most of the children who are brought to this home have lost their parents due to various misfortunes. They stay here, study and after getting mature enough leave the home for earning a livelihood. But, bereft of state subjects, they cannot get into government jobs,” said Ramesh Singh, manager, Balgran.
Expressing surprise on the issue for not having come into the knowledge of the administration, Arun Manhas, Additional Deputy Commissioner, Jammu, said this was a unique case, which needs to be taken up on priority.
“I am astonished to know about the plight of the orphans in the destitute homes. Let this issue come up and I will personally see that orphans not having the state subjects could be brought into the government ambit and provided some optional remedy to apply for jobs in the state,” said ADC Manhas.
“Some of the children have excelled in the corporate sector too. Having acquired highest positions with some even almost through with flying abroad for better opportunities, the only irony is that they are not recognised by the state as its people for not having any means to prove themselves as state subjects,” Ramesh Singh said.
